As far as I know you can still set find and plant restrictions but if the other boxer has been at the hobby for a long time then they might meet those requirements.

There used to be black-lists, but not any longer.

Yes but it shuts out other boxers that you didn't intend to block. You could always go to a Word of Mouth status to get box clues.
