So, what's the policy regarding trading extra LTCs that you've done for a tracker? Should an LTC only go to folks that are in the tracker or, if you've got extra, is it ok to trade those at a later time? Sorry, total newbie here.

I make extras just to trade. No one has complained about it, so I guess it is OK!

Trade away! Many of us make extras for trading after the swap.

They're YOUR cards. Do with as you please! Also, They're TRADING cards. They were made to be traded! I often trade all of my extras before the tracker is even due. Just make sure you don't accidentally trade some that should be set aside for the tracker members. :)

When you do that, how do you number them? Do you number them? For my first LTC tracker, I labeled mine 1/19, 2/19, etc, but then if I want to make extras, do I label them 20/19? Or just abandon the numbering system for extras? Or any of the above?

I haven't decided on making anything standard yet. I've labeled like 22/15 or not put numbers on at all. I'm not sure how I feel about it yet. Some cards are more special to me, but that doesn't even make me lean in a particular direction. You just have to decide for yourself how you're gonna do it. It's not like there's LTC Police that are going to confiscate illegally numbered cards. They're yours. Do what feels right to you!

I number them based on how many I made...1/32, 5/32. 32/32. Most of the swaps are 18 or so. I send 1-18 to the swap. The rest are for trading...

Make the non-tracker ones slightly different and list them separately. That way you can number them starting at 1 again.

Sometimes I don't bother numbering...if the card is complicated to make, but I might make more later on if I feel like it.

If I know exactly how many I'm going to make and no more, then I number them all.

do I label them 20/19

If I found a card that was 20th out of 19, I'd be a bit confused. :)

If you're going to number them, the second number is the total number of cards that are made. This signifies just how limited a limited run of something (cards, prints, impressions, etc.) is. Now it's not like LTCs are necessarily going to have value (monetary, of course), or have a higher value for being in a very limited run, but it still makes sense that if you're going to put the run size on the card, that it at least be accurate.

I usually either decide how many that I'm going to make and number according to that or count the total number of cards after I've made them.

If I make more cards after the fact, I identify it as a "second run" or "third run" and the numbering is based on the number of cards in that run. But this is fairly rare since I usually give away or plant my stamps.

I almost always make extras of my LTCs so I can trade after the tracker is complete. For example, If the number needed for the tracker is 18, I might make 25. I create all of the cards at once and number them 1/25, 2/25...etc. They are ordered by what I feel are the best impressions (1 being the best) so I then send the first 18 to the swap, and the remaining ones go in my box for later. I keep one for myself in my own binder as well.

If I wanted to make more of the same cards after the fact, I'd label it "second run" and start the numbering system over. This is just what works well for me!

I usually make extras. I run mine kind of like an assembly line. Cut all the paper, then stamp & emboss all the cards, then embellish all the cards... I know I'll mess some up so I usually cut about 3 to 6 extra cards, by the time I get to the last step I might only have 4-8 tradeable cards.
I don't number them. For the same reasons as someone stated above - if it is a simple card or one that I really like, I might make extras in the future and the OCD side of me just couldn't figure out how to do the numbering the same every time, so I just don't do it.
I never trade a card until after the swap is over. My feeling is that if you signed up for the swap and did all the work of making cards, you should get to enjoy my card before someone one who didn't. After the swap cards have been received in the mail (I usually give it about a week after I have received mine) then I will offer them for public trade and post them on my blog. If someone sees the listing and ask for a card before the swap is completed, I will make a note of it and send them one after the swap is over.

...how do you number them?

When I first started making LTCs, numbering the cards wasn't mentioned, so I've never numbered mine. I've re-made the same layout several times on many of my stamps, so the only way I know approximately how many I've made is to check the finds on that card. Of course, that's not totally accurate since some people (like me) tend to procrastinate on logging finds, or never log at all. It really doesn't matter to me how many I have made, just that people enjoy them! I'm doing it for the fun of the hobby, anyway...
