Nate loves to cook too! But we don't use our toaster oven much for that.

There's a lot of snacky type recipes, but I did notice some heartier things too.
You should get them a small crock pot. Easy to cook lots of things without messing up so many pots and pans!

They don't have a regular sized oven? Or what about a stovetop? Dorm Burner? I make 90% of our meals on a stove top (and a burner would work)
Mostly I'm thinking sandwich style food in a toaster oven. Pizza crusts topped with a variety of flavors. Tomatoes and cheese and herbs. Refried beans and peppers/onions/etc in a quesadilla.
You might be able to bake potatoes, make nachos grandes, or chili fries?
I use ours to reheat leftovers or make frozen potato products, as well as toaster foods.
If he likes desserts he can make up a batch of cookie dough and prepare it on pie tins in small batches. As needed throughout the week. Yum. Except my husband always ends up eating half the cookie dough raw because he has no portion control if it isn't in premeasured cookies. LOL.

I use my toaster oven way more than my big one. There are just three of us. I use any recipe that you would normally use in a big oven, but adjust the size of container for the smaller oven. It works great if you want to freeze portions of casseroles etc.
Things like muffins can be done in the 1/2 dozen or mini muffin tins.
I've never done cookies as it would just be too long a process, but I don't see any problem with doing a smaller number.
